May 6, 2025

The National Lok Adalat is going to be held on May 10, 2025 in all court complexes of Delhi and here traffic rules offenders can settle their pending Delhi Police traffic challans. Going by the trends followed in previous Lok Adalat people can get very big relief if they tick the right boxes. A rather important aspect about this Lok Adalat is, irrespective of the state of registration, the vehicle, car and bike owners can settle their Delhi Traffic Police challans. Advocate Niharika Gupta, senior associate, The Young Jurist, shares her personal experience: “There were Delhi Traffic Police challans against my client for red light jumping, pillion riding without helmet and no PUC (pollution under control) amounting Rs 5000. At National Lok Adalat on 14.09.2024, I generated the challan and got it listed before Patiala House Court and the same was settled for amount Rs 1000.”
Advocate Atul Sharma, Partner at S&G Attorneys shares his personal experience:

  1. “In one of my client’s cases, the police issued a challan against commercial vehicles for driving during No Entry, wrong side & without PUC (pollution under control) amounting Rs. 40,000. During Lok adalat on 14.12.2024, In total these challans were settled for Rs 10,000.”
  2. “In another case, a private vehicle owner was issued challans for over-speeding, jumping red light and using tinted films on the glass. The total value of the challans were Rs 24,000 and it got settled at around Rs 6,000 in National Lok Adalat.”
  3. “In another strange case for drink and drive offence, the challan was for Rs 20,000 but the Lok Adalat judge refused to settle it and insisted we pay the full amount. So we withdrew the challan and filed it again in the next Lok Adalat. In the 2nd time, another judge settled it at Rs 12,000.”

Read below to know more about the National Lok Adalat and how you can use it to settle your pending Delhi Police Traffic challans.

Who can settle their Delhi Traffic Police challans in National Lok Adalat?

To settle Delhi Traffic Police challans go to https://traffic.delhipolice.gov.in/notice/lokadalat and download the eligible challans and notices. The time and name of the court will be mentioned in this document. All you need to do is be present at the mentioned time and court complex and submit your challan/notice.

According to the public notice issued by the Delhi Traffic Police, here’s how the National Lok Adalat, Delhi will work for settling traffic challans on May 10, 2025:

  • The adalat can be used for settlement of compoundable traffic challans, including spot challans and notices of all types of vehicles (including commercial vehicles) pending on the Delhi Traffic Police portal till January 31, 2025.
  • In order to take up maximum challans/notices in the Lok Adalat, it was decided only compoundable traffic notice/challans till January 31, 2025 will be taken up. Non-compoundable, cognizance declined notices, paid notices, disposed off notices and transferred to regular/evening/digital courts notices will not be taken up in this Lok Adalat.
  • All the notices/challans are to be downloaded from Delhi Traffic Police website. It is mandatory to carry a print out of the notices/challans. There will not be any facility of print out in the court complexes.
  • To download and take print out of the notices/challans log on to the Delhi Traffic Police website- https://traffic.delhipolice.gov.in/notice/lokadalat.
  • The above-mentioned Delhi Traffic Police link will be activated from May 5, 2025 at 10AM and a maximum of 60,000 challans/notices can be downloaded per day till the overall Lok Adalat limit of 1.8 lakh challans/notices is exhausted.
  • To get challans disposed off visit the stated court number in the court complex as mentioned in the printout of the challan/notices at prescribed time slot allotted.
  • Only 5 notices and 2 challans per private vehicle (total 7 notices/challans) and 2 notices/challans per commercial vehicle will be taken for settlement in this National Lok Adalat, Delhi on May 10, 2025.

Sharma says: “It is noteworthy that apart from Lok Adalats, one can also approach digital traffic courts also known as evening courts for contesting the notice/challans. In these courts also an offender can settle their traffic challans.”
Aditya Chopra, Managing Partner, The Victoriam Legalis (TVL), says: “Lok Adalats are not limited to civil and criminal cases; they also manage a variety of other disputes, including labor-related conflicts, landlord-tenant issues, and matters related to public utility services. These forums provide a comprehensive platform for the resolution of diverse disputes. In addition to traffic challan cases, Lok Adalats hold the authority to address disputes related to compoundable criminal offenses. Such offenses can be resolved through compromise between the involved parties. They also oversee land acquisition proceedings and matrimonial disputes, including divorce, maintenance, and child custody matters, all with the aim of fostering amicable resolutions between spouses. Furthermore, Lok Adalats can handle family-related cases, such as property disputes among family members, as well as issues concerning land mutation, which typically involves changes in land records, ownership, or titles.”

Yatharth Rohila, Advocate & Partner, Aeddhaas Legal LLP, says: “Every Lok Adalat has a fixed number of Challans which can get settled. The upcoming Lok Adalat has a limit of 1.80 lakh challan all across Delhi. The slips of challans for the Lok Adalat are required to be downloaded in advance from Delhi Traffic Police website but due to heavy traffic to download challans the website often crashes and it’s difficult to download your own slip. Hence, a very low number of challans gets settled compared to the number of persons wanting to get their challans settled. Usually while getting the fines settled, the judge will waive 50%-80% of the challan amount which is a big relief for the litigants.”

Chetan Sawhney, Marketing Professional Based out of Delhi says: ” I had the opportunity to personally experience the efficiency of Delhi’s Lok Adalat system where challans worth Rs 44,000 were disposed of without any penalty, thanks to the Hon’ble Judge’s discretion. The entire process was seamless, from downloading challans through the official Delhi Traffic Police porta (https://traffic.delhipolice.gov.in/notice/lokadalat), which is typically activated five to seven days before the National Lok Adalat, to presenting them in court, the platform is a model of digital transparency and citizen convenience. But, not everyone gets as fortunate as I did, with all challans waived at zero cost. I have seen many others settle their dues by paying just 5% to 10% of the total challan amount, which is still a huge relief compared to the original penalties.”

Sawhney, highlights a problem with UP: “States like Uttar Pradesh (UP) and others are yet to adopt such streamlined systems. The absence of online access to challans in UP courts and the reliance on Lawyers who often charge 20–30% of the challan value. I strongly urge the National Legal Services Authority to replicate Delhi’s model across all states. Uniform adoption will not only promote transparency but also reinforce public trust in our legal and governance systems.”
