Now, central government employees will get this allowance more than once a year

Central government employees are generally given some monetary benefits to cover the costs of purchasing and maintaining their uniforms or any other specific attire they might require for their job duties. Generally, this allowance was to be paid out on a one-time, annual basis, credited in July every year. However, going forward, this will be paid out on a pro-rata basis to also cater to employees who join central government service after July. This was notified by the ministry in a circular dated March 24, 2025. Notably, this has been a point of contention for central government employees for the past 7 years since the 2017 circular established that uniform allowance would only be paid out once a year, in July.

What is dress allowance?

According to a circular issued by the Ministry of Finance dated August 2017, uniform allowance also subsumes clothing allowance, initial equipment allowance, kit maintenance allowance, robe allowance, shoe allowance, and more.
Explains Bharath Gangadharan, Counsel, SKV Law Offices, “Finally, after 7 years, the Ministry has introduced a proportionate payment mechanism through a formula for the calculation of proration for the Dress Allowance payment. This adjustment ensures fairness in the distribution of the allowance and provides clarity on how recruits will be compensated for the remaining months of the financial year“.

The proportionate payment of dress allowance would be given by using the following formula: amount / 12 x No. of months (from the month of joining government service to June of the following year)


Say an eligible employee joins the service in August of a year, and they are entitled to an annual dress allowance of Rs 20,000 per annum. Per this formula, they would get their dress allowance on a pro-rata basis, which would come to Rs (20,000/12 X 11), i.e., Rs 18,333.

How much uniform allowance is paid to central government employees?

Under the 7th Pay Commission, the government had laid out the different amounts for various categories of central government employees. Officers of the Army, Indian Air Force, Navy, Central Armed Police Forces, and Coast Guard are eligible for a dress allowance of Rs 20,000 per annum.

The circular further notes that “military nursing service (MNS) officers, police officers and ACPs of Delhi, Andaman and Nicobar Islands, Lakshadweep, Daman and Diu, and Dadra and Nagar Haveli Police Service, executive staff of Customs, Central Excise and Narcotics Department, Indian Corporate Law Service (ICLS) officers, legal officers in NIA, Bureau of Immigration Personal (in Mumbai, Chennai, Delhi, Amritsar, Kolkata), and all checkpoints of Bureau of Immigration” are entitled to an annual uniform allowance of Rs 10,000.

All personnel below officer ranks in Defence Services/CAPFs/Railway Protection Force/Police Forces of Union Territories and Indian Coast Guard and station masters of Indian Railways are also entitled to a uniform allowance of Rs 10,000 per annum.

“Other categories of staff who were supplied uniforms and are required to wear them regularly, like trackmen, running staff of Indian Railways, staff car drivers, and canteen staff of non-statutory departmental canteens, are entitled to get a dress allowance of Rs 5,000 per annum,” per the circular.

Aditya Chopra, Managing Partner, The Victoriam Legalis (TVL), notes that this move would ensure that the employees are entitled to a fair proportion of the allowance, which would be based on their service duration spanning from the month they join until the following June.

Will the recent 2% DA hike mean an increase in the dress allowance?

According to Bhagwati Tiwari, a Delhi-based labor & employment lawyer, the increase in the Dearness Allowance (DA) will directly impact the calculation of some components of salary, such as provident fund and gratuity. “However, a DA hike does not automatically mean an upward revision in dress allowance and house rent allowance as well,” he adds.
