Old-age pension scheme

With the goal to introduce an old-age pension scheme for all land-holding Small and Marginal Farmers (SMFs), the central government has introduced the Pradhan Mantri Kisan Maan Dhan Yojana (PM-KMY). All the beneficiaries of the Pradhan Mantri Kisan Samman Nidhi scheme are also eligible for this pension scheme.
The Department of Agriculture, Cooperation & Farmers Welfare, Ministry of Agriculture & Farmers’ Welfare in collaboration with the Life Insurance Corporation of India, administers the PM-KMY.

The scheme

The scheme guarantees all land-holding Small and Marginal Farmers (SMFs) a monthly pension of Rs 3,000 upon reaching the age of 60. It is a voluntary and contributory pension with an entry age range of 18 to 40 years. Depending on the age of the farmers’ enrolment in the scheme, the monthly contribution ranges between Rs 55 and Rs 200.

All SMFs in all states and Union Territories of the country, who are of the age of 18 years and above and up to the age of 40 years, and who do not fall within the purview of the exclusion criteria as mentioned below, are eligible to avail of the benefits of the scheme by joining it.

According to the PM kisan website, below are the persons who are not eligible to this pension scheme.1. SMFs covered under any other statutory social security schemes such as National Pension Scheme (NPS), Employees’ State Insurance Corporation scheme, Employees’ Fund Organization Scheme etc.2. Farmers who have opted for Pradhan Mantri Shram Yogi Maan Dhan Yojana (PMSYM) administered by the Ministry of Labour & Employment3. Farmers who have opted for Pradhan Mantri Laghu Vyapari Maan-dhan Yojana (PM-LVM) administered by the Ministry of Labour & Employment4. Further, the following categories of beneficiaries of higher economic status shall not be eligible for benefits under the scheme: All Institutional Land holders; and Former and present holders of constitutional posts and former and present Ministers/ State Ministers and former/present Members of Lok Sabha/ Rajya Sabha/ State Legislative Assemblies/ State Legislative Councils, former and present Mayors of Municipal Corporations, former and present Chairpersons of District Panchayats.5. All serving or retired officers and employees of Central/ State Government Ministries/ Offices/Departments and their field units, Central or State PSEs and Attached offices/ Autonomous Institutions under Government as well as regular employees of the Local Bodies (Excluding Multi Tasking Staff / Class IV/Group D employees)6. All persons who paid Income Tax in the last assessment year.7. Professionals like Doctors, Engineers, Lawyers, Chartered Accountants, and Architects registered with professional bodies and undertaking practice.

The SMFs will have the option to deduct their voluntary contributions to the PM-Kisan Scheme from the financial advantages they have received from the PM-Kisan Scheme.

Eligible SMFs who wish to use their PM-Kisan benefit to contribute to the PM-KMY must sign and submit an enrolment-cum-auto-debit-mandate form to authorise automatic withdrawals from the bank accounts into which their PM-Kisan benefits are credited. This will ensure that their contributions are made on time.

For those who are not beneficiaries of PMKY

The eligible SMFs who are not PM-Kisan beneficiaries or who have not authorised payment from PM-Kisan benefits must submit an enrollment-cum-auto-debit mandate form to authorise the automatic debit of a bank account that is typically used by them for banking activities.
